We updated enrollment requirements for Direct Bill (DB) partners. The goal of these requirements is to help you accelerate your business growth with the right CSP model and strengthen your customer relationships with value-added services and support. Eligibility requirements are assessed against all new DB applicants and on an annual basis.

New direct bill eligibility requirements
Before you begin enrollment, ensure your organization meets all eligibility requirements. The following table outlines the minimum criteria to apply as a Direct Bill partner for FY26. Review and validate each requirement in Partner Center by following the steps provided.
If you're already authorized as a Direct Bill partner in one region and you want to enroll in a new region, you're not automatically approved for authorization in that new region. You must complete all of the application, assessment, enrollment, business verification, and credit approval steps for onboarding the new regional tenant.

Annual authorization enforcement
The Microsoft Cloud Solution Provider (CSP) authorization empowers partners to act as trusted advisors, helping customers accelerate AI transformation through value-added services and guidance. To maintain a capable and compliant partner ecosystem, Microsoft introduced new CSP authorization requirements effective Partners must meet the criteria to qualify for both enrollment and to maintain their status in the program.
How the enforcement month is determined
Scenario 1: One PGA and one tenant
When a partner has one Partner Global Account (PGA) and one tenant, the CSP onboard month for that PGA determines the CSP authorization enforcement month.
- Example: Contoso Solutions is a Direct Bill partner with one PGA and one tenant that onboarded in October 2025.
- Enforcement month: October.
- What this means: Contoso must meet TTM revenue, Support Plan, Solutions Partner Designation (SPD), MAICPP enrollment, and security requirements by October. If the partner doesn't meet the requirements by July (T-90), August (T-60), or September (T-30), they receive a courtesy notification.
Scenario 2: One PGA with multiple tenants
When a partner has one PGA and multiple tenants, the earliest CSP onboard month across all tenants determines the CSP authorization enforcement month.
- Example: Contoso Solutions is a Direct Bill partner with one PGA and multiple tenants. Tenant #1 onboarded in October 2017 and tenant #2 onboarded in March 2021.
- Enforcement month: October
- What this means: Contoso must meet TTM revenue, Support Plan, Solutions Partner Designation, SPD MAICPP enrollment, and security requirements by October. If the partner doesn't meet the requirements by July (T-90), August (T-60), or September (T-30), they receive a courtesy notification.
Scenario 3: Multiple PGAs
When a partner has multiple PGAs, each PGA is assessed individually. The same rules above apply to each PGA, which means the partner might have more than one CSP authorization enforcement month.
- Example: Contoso Solutions is a Direct Bill partner with multiple PGAs. PGA #1 onboarded in August 2017, PGA #2 in March 2020, and PGA #3 in January 2023.
- Enforcement month by PGA: PGA #1 = August, PGA #2 = March, PGA #3 = January.
- What this means: Contoso must meet TTM revenue, Support Plan, Solutions Partner Designation, SPD MAICPP enrollment, and security requirements by each PGA’s enforcement month. If a PGA doesn't meet the requirements by T-90, T-60, or T-30, that PGA receives a courtesy notification.
Annual authorization requirements for Direct Bill partners
Use the following table to understand the requirements Direct Bill partners must continue to meet for annual authorization. It outlines each requirement, what you must maintain, and whether Microsoft validates it at the tenant or Partner Global Account (PGA) level.

How tenant-level enforcement works
For this release, MAICPP Enrollment and the Security Requirement will be validated at the tenant level. If one or more tenants under your Partner Global Account do not meet a tenant-level requirement, only the affected tenant is at risk, provided all Partner Global Account (PGA) level requirements are met.
At release, partners can view tenant-level status for MAICPP enrollment and the security requirement in Partner Center. Enforcement for these tenant-level requirements begins 90 days after release, giving partners time to review status, identify tenants marked Action Required, complete remediation, and confirm updates are reflected before enforcement starts. To review the status of all tenants associated with your Partner Global Account, follow the tenant discovery guidance.
MAICPP enrollment
Microsoft validates MAICPP enrollment annually for each tenant associated with your Partner Global Account (PGA), providing clearer visibility into which tenants meet the requirement and which require action. This validation is in addition to the existing obligation for partners to maintain enrollment in the MAICPP and always have a valid MAICPP Agreement in place to qualify as a Microsoft partner and participate in Microsoft program and offers.
If a tenant doesn't show an active MAICPP enrollment, verify that the tenant is associated with the correct Partner Location Account (PLA) and that the PLA is linked to a PGA with an active MAICPP enrollment. Incorrect account associations might prevent a tenant from reflecting an active MAICPP status even when the partner is actively participating in the Microsoft AI Cloud Partner Program.
Common causes of an inactive MAICPP status include:
- The tenant is associated with an incorrect PLA.
- The tenant is associated with a PLA that isn't linked to a PGA with an active MAICPP enrollment.
- Required Partner Center account or location associations aren't completed correctly.

At risk of not meeting authorization requirements
Microsoft sends notification emails to an organization’s Global Admins, Billing Admins, and Primary Contact from microsoft-noreply@microsoft.com when the organization doesn't meet CSP authorization eligibility requirements and action is required. Notifications begin at T 90 (90 days before the organization’s earliest CSP anniversary month) and might be sent in each subsequent month the organization remains non qualified.
Eligibility is evaluated monthly, and each evaluation is independent of prior months. Notifications are sent at approximately T-90, T-60, and T-30. Receipt of one notification doesn't guarantee receipt of subsequent notifications. Notifications are sent only for months in which the organization is non qualified. If eligibility is met for a given month, no notification is sent. Notifications can resume in later months if the organization again becomes nonqualified.
If your organization meets all CSP authorization requirements, including TTM revenue, Support Plan, and Solutions Partner Designation, but fails the mandatory security requirements or MAICPP enrollment on one or more tenants under your Partner Global Account (PGA), enforcement is applied at the tenant level. Only the failing tenant(s) are impacted:
- Tenants that continue to meet all requirements remain authorized and are not affected.
- If security requirements remain unmet 30 days after the anniversary of your CSP onboard month (T+30), deauthorization proceedings begin for the failing tenant(s).
- You'll be required to transition customers’ subscriptions from the affected tenant(s) to another partner or to a compliant tenant within your organization.

Important
To ensure the right contacts receive courtesy notifications, partners should regularly review and update their Global Admin, Billing Admin, and Primary Contact assignments in Partner Center.
If any authorization requirements remain unmet on the anniversary of your CSP onboard month (T 0), you'll receive an email from microsoft-noreply@microsoft.com informing your organization that you have 30 days to resolve one or more outstanding issues.
