Tried it both in eastus and westus and also tried many instance types too like B2, S2 etc SAME error

according to output of file quota is not the issue, only permission might be the issue.

I am having the same issue when deploying via Terraform and an azure service principal to Uk South….i wonder if it’s a permission issue with the SP and asking for an increase in vm size quota; I am updating by azure application service plan?
