I can send but not receive any Hotmail emails

I'm not receiving any Hotmail emails on either the Android app or web version. I can send emails no problem, but I'm not able to receive them. I tried sending test emails to myself and I can see it in the Sent folder but they're not coming through the inbox.

I've tried all the other options; storage is good, no active rules, no focused inbox, etc. Please help.
