We ran into this same issue and wanted to share what resolved it for us.
The problem turned out to be related to recently updated Toll-Free Verification requirements. There are four additional fields that are now mandatory but are not marked as required anywhere in the portal interface:
- BusinessRegistrationNumber
- BusinessEntityType
- BusinessRegistrationType
- BusinessRegistrationCountry
Once we filled in all four of these fields, the submission went through successfully. Hope this helps!
