"Remove consent" not available - Microsoft Family Safety

My son forgot his password for his account, so I'm trying to remove his old account from Family Safety in order to add his new account. I have stopped sharing the Microsoft 365 Family with his old account, but when I try removing his old account from the family group, I run into an issue.

I click the three dots, and all I have is "Remove from family group". I click on that, asks if I'm sure I want to remove him, and when I click Remove, I am told that:

You'll need to remove consent first

Underneath the options menu for your family member, select "Manage consent", then select "Remove consent" for this family member's account. Then, try to remove this member from your family group again.

Unfortunately, I do not have a "Manage consent" option for him. Is it because he's 17? Regardless, how do I remove this old account from the family group?

See if you can use above link to view all of the family members along with options for each user, see if remove consent is available on this page instead.

Cannot remove my 16 year old son from Microsoft Family Safety.

    (Location: Hungary)

When I select "Remove from Family Group", the error message says:

You'll need to remove consent first Underneath the options menu for your family member, select "Manage consent", then select "Remove consent" for this family member's account. Then, try to remove this member from your family group again.

Remove consent does not work either.
After pressing the "Manage Consent", the browser is redirected to an explanation page saying:

Manage permissions In the United States, South Korea, Brazil, and the EU, legislation requires that children have adult consent before creating an online account. You can use this page to manage the child accounts for which you provided consent. Learn more. To manage restrictions for your children, view your family settings.

This is an old thread. The instructions here would work under normal circumstances, however, there's currently on ongoing server side issue that prevents this standard method from working.

As a workaround, try this link https://account.live.com/unmanagekid.aspx It might still load the same blank page, but then click on View your Family Settings, and then three dots > manage consent, it might eventually load..
