I do not have Office on my PC because there isn't room on my hard drive. All attempts to install Onenote so far have ended up with a message asking me to wait while Office is installed. Eventually I am told that there is insufficient room to install Office. Copilot offered to guide me through a way to install only Onenote but it does exactly the same thing. I cannot see anything in Microsoft Store other than what Copilot guided me to. You say Onenote can be used without an Office subscription, but cannot find a way to install it on a PC without enough room for Office.
