Dell 3000 running Windows 11 IoT Enterprise LTSC 24H2 is unable to activate digital license

Hello All,

I am using Dell 3000 thin client PC as my SCCM test client, it was running Windows 11 IoT Enterprise LTSC 24H2 using a digital license sticker from Microsoft.

I have to rebuild it many times a week. From this Monday, I am unable to activate digital license.

It is running Dell's factory Windows 11 IOT image.

There is no change in hardware.

Any advice please.

Thank you.

Thomas

The code on the sticker is not a product run time key. It is a serial number that OEMs like Dell used to track shipments of systems with a Windows operating system. That key will not work as a product key for Windows IoT Enterprise LTSC.

You have two choices, go back to Dell and ask them for recovery media to re-install the original image, or go to a Microsoft distributor and get your own key for your custom image.

Windows 11 IoT Enterprise LTSC 24H2 is intended for those OEMs building dedicated devices like ATM machines, medical devices, industrial controls digital displays, etc. Thin Clients are odd devices category but fit under the definition.

What are you trying to do? Are you creating a custom image for one device? Or are you going to buy a bunch of Dell 3000s to put a custom image on?

Is it possible hacker could steal Windows 11 upgrade license code (printed in a sticker and attached to this thin client) from this thin client or from Microsoft licensing server hosted on Cloud?

For a Dell thin client repeatedly rebuilt with Windows 11 IoT Enterprise LTSC, activation can fail when Windows can no longer find a valid license associated with the device.

Based on the provided information and the activation screenshots, use these checks and options:

    1. Confirm the exact activation error code
      • Go to Settings > System > Activation and note the error code (for example, 0x803F7001, 0xC004F211, or 0xC004F213).
      • Compare it with the table in Get help with Windows activation errors to understand the cause and supported resolution path.
    2. If the error is 0x803F7001 (no valid license found)
      • This indicates Windows cannot find a valid license for this installation.
      • In Settings > System > Activation:
        • If a valid product key is available (from the device’s COA or documentation), select Change product key and enter the 25‑character key.
        • If no key is available, select Go to Microsoft Store and follow the instructions to acquire a new digital license.
    3. If the error is 0xC004F211 or 0xC004F213 (license not matching hardware / no key found)
      • These errors mean Windows cannot match the current installation to a license bound to the device hardware.
      • If the device originally came pre‑installed and the motherboard has ever been replaced, a new license may be required.
      • If a product key was previously used on this device, re‑enter it via Change product key.
      • If activation still fails, use the Troubleshoot button on the Activation page and follow the reactivation flow. If the troubleshooter cannot resolve it, use the offered path to reactivate after a hardware change where available.
    4. Verify whether the device has a firmware‑embedded key
      • Open an elevated PowerShell window and run:
             (Get-CimInstance -query 'select * from SoftwareLicensingService').OA3xOriginalProductKey

      • If a key is returned, use it with Change product key in Activation settings.
      • If no key is returned, the device does not have a firmware‑embedded key and activation must use another valid key or subscription.
    5. If activation is managed by an organization (volume licensing / subscription)
      • If the thin client is joined to Microsoft Entra ID and should receive a Windows Enterprise subscription, verify:
        • The device is Entra joined using dsregcmd.exe /status.
        • The user has an appropriate Windows Enterprise license assigned.
      • In Settings > System > Activation, ensure:
        • Activation state shows Windows is activated.
        • Subscription shows the Enterprise subscription is active. If not, resolve any licensing issues in the tenant.
    6. When all self‑service options fail
      • For persistent activation failures where a valid retail or OEM license exists but cannot be applied (for example, repeated rebuilds and a digital license that no longer activates), contact Microsoft support directly or use phone activation from the Activation page, as other users have resolved similar re‑binding issues this way.
