The failure was due to temporary capacity constraints in the Norway East region, which resulted in a The resource operation completed with terminal provisioning state 'Failed' error during provisioning.

We’ve revalidated this, and the deployment is now successfully completed in the same region.

Could you please try again and confirm if you’re still facing the issue

Could you please try in Sweden Central and confirm if the issue still persists.

The error indicates a capacity constraint in the Norway East region.
Please submit a Region Access request for your subscription by navigating to:

Help + Support → New Support Request → Service and subscription limits (quotas) → Azure Cosmos DB → Region access (Norway East) and provide the subscription ID, Activity ID, and error details.
