Error 715-123420: Overly sensitive fraud prevention?

I have been trying to deploy an LLM via Foundry/Azure OpenAI (tried both) but keep receiving this error:

Failed to deploy model [model name]

715-123420: An error occurred. Please reach out to support for additional assistance.

I did some research and it seems like the action is triggering some sort of fraud protection and that's why I'm receiving the error code, however, I can't submit a support ticket without paying for support, which seems predatory given I literally just created a free account to try this service. Would appreciate help with getting this unblocked.

The error code 715-123420 and fraud-prevention blocking behavior are not documented in the provided Foundry or Azure OpenAI deployment troubleshooting content.

The available guidance for deployment failures in Foundry focuses on:

    • Quota and rate limits (Tokens-per-Minute per model and region) and how to resolve quota-related deployment failures by either requesting more quota or reallocating TPM from existing deployments.
    • Region and model availability issues (for example, model not available in the selected region, or subscription/region not eligible for a given model or partner offer).
    • Subscription eligibility and marketplace purchase issues for partner and third‑party models.
    • Specific HTTP errors (401/403/404/429) and how to resolve them.

For deployment failures, the documented steps are:

    1. Confirm that the model is available in the selected region and that the subscription has sufficient quota for that model and region.
    2. If quota is exceeded, either:
      • Request more quota using the quota increase form, or
      • Reduce or reallocate TPM from existing deployments in the Foundry portal so that enough quota is available for the new deployment.
    3. For partner/third‑party models, verify that the subscription’s billing country/region and subscription type are supported for that specific model offer, and that the model is available in the region where the Foundry resource is deployed.
    4. If the deployment error is related to Azure OpenAI models in Foundry Models (for example, subscription or region not having access to a specific model), verify that the subscription has access to that Azure OpenAI model and that the model is offered in the target region.

If the error persists after verifying model availability, region support, and quota, the documented next step for issues such as “Unable to create a model deployment” is to contact Microsoft support and include the subscription ID.
