We are attempting to permanently remove an orphaned Azure DevOps Graph identity that resulted from an Azure AD UPN-reuse conflict. After deleting it via the Graph Users API, the identity continues to reappear in the list endpoint despite the descriptor-level endpoint correctly returning 404.
