One reason for my rejection was 1201 - website must be established and active

I purchased my domain and all that exists for a site at this time is the default created by the domain requestor. Do I have to have a completed website for this application process?

I only in development at this time for my application and I want that done before I concern myself with a completed website. I gave the application links to the documents for terms and privacy that will be posted on the site be nothing like that exists on the site currently.

Any help and insights into this process would be greatly appreciated.

Hi @Kris Hahn

Thank you for reaching us regarding the issue.

Yes, according to official Microsoft documentation for Azure Communication Services toll-free verification, the website provided in your application must be established and active.

Toll-free verification process (handled via the aggregator and carriers) requires clear evidence of a legitimate business. In the Company Details and Program Content sections of the application, reviewers validate your business presence, including through the website and opt-in materials you submit.

  • A default or placeholder page (such as the one automatically created by your domain registrar) typically does not qualify as "established and active."
  • The site should be publicly accessible, functional, and demonstrate your business identity (e.g., business name, description of services, contact information).
  • For Opt-in (a critical part of the application), if your consent flow is web-based, you must provide accessible screenshots or links showing the full opt-in process with explicit consent language. Links to Terms and Privacy Policy should resolve to live, accessible content.

User's image You do not need your full application or product deployed and feature-complete. A basic but professional, content-filled website that clearly represents an active business is generally sufficient for verification purposes.

Recommended Steps

  1. Update your domain with meaningful content that shows an active business.
  2. Ensure all links submitted in the application (especially for opt-in proof and policies) are publicly accessible and load correctly.
  3. Resubmit or update your toll-free verification application in the Azure portal under your Communication Services resource > Regulatory Documents.
