Normally, when you open https://account.live.com/mykids.aspx,you should see the list of child accounts that have completed parental consent,along with options such as “Edit this child’s personal info” and consent settings.
However, based on my check, this page is currently not working correctly.
Microsoft may be changing the behavior of this feature, or there may be a temporary service issue.
On the page below, there is a “Feedback” button in the lower‑right corner:

Please use this button to report to the Family Safety team that the management page is not functioning properly.
If the consent management system is not working, there is no action the user can take.
You will need to wait until Microsoft fixes the issue.
After sending feedback, please wait a few days and check again whether https://account.live.com/mykids.aspx is working normally.
Also, please check whether the account you want to remove is an adult account or a child account.
Adult accounts can be removed normally, but child accounts depend on the consent system.
In other words, you must open https://account.live.com/mykids.aspxand remove the consent for the family member first.
Right now this page is experiencing a service issue, which is why the removal is failing.
