How to lower fps across surface everything on surface pro 3

I recently got a surface pro and use it for work and easy to run games. I'm not great with technology but I've tried multiple ways to change the fps, but every option is greyed our or stuck at 60hz. I've tried toggling better battery usage but my computer doesn't have that option. I've tried code that ai has given me to give me this option back but that hasn't worked. id try anything to change the fps when I'm browsing and gaming because the laptop overheats even when doing crosswords and I'm concerned about this overheating long term.

    Can you tell me exactly which Surface Pro you have?

    The model makes a big difference because some Surface Pro models have a 120 Hz display while others are 60 Hz only.

    Overheating is a more serious issue:

    The Surface Pro relies primarily on passive cooling through its body, so avoid placing it on soft surfaces like blankets or pillows that block airflow. A hard flat surface, or better yet a small stand that tilts it up, makes a real difference.

    Press Ctrl + Shift + Esc to open Task Manager, click the CPU column to sort by usage, and see what's at the top.

    Make sure you're on Balanced Power Plan.
