Months in Verification in progress isn’t normal. Toll-free SMS in ACS needs carrier/registration approval before SMS can be used. The number can be Active for telephony, but SMS can stay blocked until the toll-free verification is approved. If it’s been months, it’s prob stuck in the ACS/carrier verification workflow, not something u can fix from the portal.
I wouldn’t delete the number yet. Buying a new one may just put u back at the same verification queue, and u could lose the number u already have. Best move is open an Azure Communication Services support case and give them the ACS resource ID, phone number, region, purchase date, and current SMS state Verification in progress. Ask them to check the toll-free SMS verification status w/ the carrier and whether any customer action or missing business info is blocking it.

If support confirms the verification is stuck or rejected and can’t be resumed, then replacing the number may make sense. But I’d get the carrier/ACS status first. Otherwise u’re just rolling the same dice again.
