I am receiving the following error in Azure AI Foundry when attempting to deploy a model or update an existing deployment for the model of gpt 5.5

715-123420: An error occurred. Please reach out to support for additional assistance.

  • Method: Azure portal
  • Region: east us 2
  • Model(s): gpt 5.5
  • Timestamp(s) of failed attempt(s): 12:05 EST

Steps to reproduce

  1. Open Azure AI Foundry.
  2. Navigate to Model Catalog or Deployments.
  3. Select a model and attempt to create a new deployment, or update an existing deployment.
  4. Submit the operation.
  5. The operation fails with error 715-123420.

Expected result

The deployment should be created or updated successfully.

Actual result

The portal returns the following error:

715-123420: An error occurred. Please reach out to support for additional assistance.

Troubleshooting completed

  • Retried the operation multiple times.
  • Tried creating a new deployment and updating an existing deployment.
  • Tried a different deployment name.
  • Confirmed the selected model appears available in the region.
  • Reviewed Azure OpenAI quota and deployment limits.
  • Checked that my account has the required Azure RBAC permissions.
  • Checked for failed or duplicate deployments with the same name.

Request

Can someone confirm what Azure service condition or configuration issue error 715-123420 represents?

If this is a backend/platform error, what diagnostic information should I include in an Azure support request beyond the subscription ID, resource name, region, model/version, deployment name, and failure timestamps? Is there a known service issue or workaround for this error?

If this is fraud protection can someone please unblock ? I'm actively using this account with deepseek models, and need to onboard gpt for web search.

    Is posible that the reason you are receiving error 715-123420 when trying to deploy GPT-5.5 is due to a platform-level block enforced by Azure's Real-Time Fraud Protection (RTFP) system. Even though you are actively using the account for DeepSeek models, this specific deployment triggered an automated security control that halts the provisioning request. Because this is an automated subscription-level enforcement, it cannot be bypassed by changing regions, adjusting quotas, or trying different deployment names.

    Since community moderators do not have backend access to bypass RTFP security locks, you will need to open a Support Ticket

    • Open a Support Ticket: Go to the Azure portal and create a new support request.
    • Set the Routing: Choose Issue type: Technical, Service: Azure OpenAI Service, and Problem type: Account or subscription access.
    • Provide Details: In the ticket description, explicitly state that you are hitting "Error 715-123420" and request routing directly to the Fraud Protection (RTFP) team to bypass initial support tiers.
