Despite setting cell margins to zero, and line spacing to 1, the row height will not go below 0.76cm despite the huge amount of space available below the text. Can we get this fixed?

Ensure that the paragraph formatting of the text does not include space after the text.
On the Table Layout tab, choose Properties>Row, check the Specify height option, enter your preferred row height and set Row height is to Exactly.

Just to make sure I understand your goal correctly, are you trying to have the text fit tightly within the cell, similar to what is shown in the example image below (where the text appears to sit closely within the row without extra spacing)?
I’ve done a quick test on my side, and when I set Cell Margins to “None”, I was able to reduce the row height down to 0.3 cm in my environment. Based on that, I’m wondering if there might be some additional spacing factors in your setup that are affecting the result.
If possible, could you help check a couple of things:
From what I’ve seen, this kind of behavior can sometimes depend on the specific setup, including the template, font type, or slide configuration, so it can vary between environments.

Thanks for getting back to me. So I create a table, in this case, 3x3, I set the cell margins to none, and with the table empty and my text size set to 8, I can set to 0.34cm as in your example. The issue arises when there's something already there and I want to resize the table despite the space being free. I did check for spaces or empty characters under the text but couldn't see any.

Thank you for the additional details. Since you're able to reduce the row height to 0.34 cm when the table is empty, it suggests that PowerPoint is taking the text formatting into account when calculating the minimum row height.
Could you please try one more test for me?
Select the text inside the affected cell, then go to the Paragraph group on the ribbon and open the Paragraph settings dialog. Under Line Spacing, please make sure it is set to Single, and that both Before and After spacing are set to 0 pt, similar to the example below.
After applying those settings, please check whether you're able to reduce the row height further.
Please let me know the result when you have a chance.
