Core component of SQL Server for storing, processing, and securing data
Do you have a script to demonstrate the issue?
This is obviously a bug. There are two ways you can go. One is to report it on https://feedback.azure.com/d365community/forum/04fe6ee0-3b25-ec11-b6e6-000d3a4f0da0 This is only serves to let Microsoft know about the issue. They may fix it, with the priority they deem suitable. For a report here to be meaningful, it is imperative that you have repro that demonstrates the issue, or else Microsoft has nothing work from.
If this is a stopping issue and you are in need of a fix, you need to open a support case. Here you can argue with the support engineer about the business impact. The stronger it is, the more likely that you will get a fix.
What you say seems vaguely familiar; I might have seen someone else reporting the same thing, but I don't recall where.
