I have done everything imaginable to try and contact a human being at microsoft to help me reset my children's passwords. I know exactly what I made the passwords, however they do not work and there is no way to change them on the parent dashboard. What do I do?

there is no way to change them on the parent dashboard.
The Microsoft Family Safety page does not allow you to reset a family members password, even if they are listed as a child. In order to reset your children's password, you have to reset the password when trying to log into their accounts.
Please open an InPrivate browsing session, then go to: https://account.microsoft.com/account
You will then need to select "Sign in"
When you are asked to enter the email address, please click onto the blue hyperlink that says "Can't access your account?"
You will then want to select "Personal account"
You will then need to go through the Microsoft account recovery workflow. This will ask you for your child's email address. You should be able to reset your child's password using the recovery methods on their account.

Yes - I did all of this and it is denying me access to change the accounts even when I know that most information is correct when it asks me. I have no idea what to do. They have all kinds of Minecraft worlds that will be lost if I need to remake their gamer tags. I’m at a loss and extremely frustrated

They've signed in on a kindle before - I'm not sure how he got signed out but he did and now I can't get him back in.

That could have been a session cookie that has expired, which signed him out. However, if that happened, you should be able to sign into the account again with the password, as this wouldn't have changed.
They may have signed out deliberately. Do they remember how they signed out?
Did you ever sign in on a PC?
Have they signed into their accounts on the web browser?

I believe I made their account on my phone, but I tried using it and I still cant recover the password. I don't remember the password I initially made for the account and now I can't log in at all. I just can't recover the password which is what is frustrating me.

Was the password saved to the web browser. Please can you open your web browser on your phone and look for passwords.
