    I understand how frustrating this is when mailbox rules appear to be corrupted and the “Create rule” option is unavailable.

    Since this is a public community forum, no one here has access to Outlook.com mailboxes and I cannot perform an InboxRules purge/reset or make account-level changes on your behalf.

    Before try contacting support, please try this quick check:

    • Sign in to Outlook.com via a web browser
    • Go to “Settings” > “Mail” > “Rules”
    • Check whether existing rules are visible and whether you can edit or delete them there.

    If the issue persists and you believe the mailbox contains hidden or corrupted server-side rules, you'll need to contact Outlook.com Support so they can review the mailbox directly:

    • Go to Contact Us - Microsoft Support 
    • Select the product or service you're having issue with.
    • Click Get Home Support
    • Type a brief description of your issue in the search box.
    • Click Get Help and select Contact Support below. 
    • Go to the Products and services tab and choose the appropriate product.
    • On the Category tab, choose the appropriate category or an alternative option.
    • Go to Confirm.
    • Look for and select "Chat with a support agent in your web browser" (during business hours) if available. Explain your situation clearly.
