In the meantime, I'd like to share a few observations that may be helpful. Please note that this is a community-driven user-to-user forum, so I'm not part of Microsoft's internal product team and I don't have access to any officially confirmed specifications regarding announcement banner rendering.
However, based on my experience and what I've seen in similar cases, a banner size of around 1024 × 512 pixels with a 2:1 aspect ratio tends to deliver fairly consistent results and has worked well in most scenarios.
For the image format, PNG generally works well for graphics, illustrations, or banners that contain text, while JPG is usually a better choice for photo-based images.
I would also recommend avoiding extremely large images, such as those in the 4000+ pixel range. Teams appears to render announcement banners responsively, so images may be scaled or cropped differently depending on the Teams client, window size, device type, screen resolution, and channel layout. Because of this, it's difficult to guarantee a completely pixel-perfect appearance across all viewing scenarios. A good practice is to keep important text, logos, and key visual elements closer to the center of the image to reduce the impact of unexpected cropping.
Regarding DPI, it typically isn't a significant factor for Teams or web-based display. Teams primarily relies on the image's pixel dimensions and aspect ratio rather than print resolution settings. Using 72 DPI is perfectly fine, but the image dimensions and aspect ratio will have a much greater impact on how the banner appears.
