I have a licensing question regarding Windows 11 Enterprise LTSC.

Our industrial machine is currently running Windows 11 IoT Enterprise LTSC 2024 (OEM license).

We confirmed the following:

  • Current Edition: IoTEnterpriseS
  • DISM /Online /Get-TargetEditions shows that EnterpriseS is a supported target edition.
  • The system is activated with an OEM IoT Enterprise license (OEM:NONSLP).
  • There is no embedded Windows Pro OEM key in the BIOS/UEFI.

Our machine manufacturer has requested that we change the operating system to Windows 11 Enterprise LTSC 2024 before they perform remote configuration and support.

However, we could not find any official Microsoft documentation explaining the licensing path for this scenario.

Could you please clarify the following questions?

  1. Is Windows 11 IoT Enterprise LTSC 2024 OEM a qualifying operating system for Windows 11 Enterprise LTSC 2024 CSP Upgrade licensing?
  2. If not, is there an official Microsoft licensing path to migrate from Windows 11 IoT Enterprise LTSC 2024 OEM to Windows 11 Enterprise LTSC 2024?
  3. Does Microsoft provide any official SKU, migration license, or conversion license specifically for this transition?
  4. If no migration path exists, what is the officially supported licensing method to replace Windows 11 IoT Enterprise LTSC 2024 with Windows 11 Enterprise LTSC 2024 while remaining fully compliant with Microsoft licensing?

We would greatly appreciate your guidance and any relevant Microsoft licensing documentation regarding this scenario.
