Email is not receiving messages that I send it from another account

When I send messages to myself from my hotmail account, I do not receive the message. This happens if I send to myself from that account or from another account. I believe that my account was recently hacked.

    There may be an incorrect setting in the mailbox that is preventing new messages from being received, especially if the account was recently accessed by someone else. Please check Outlook.com directly first, not only the mail app.

    Please try these steps:

    1. Sign in at Outlook.com in a browser and check Inbox, Junk Email, Deleted Items, Archive, and Other/Focused.
    2. Check your mailbox and Microsoft storage. If your mailbox or Microsoft cloud storage is full, you may not be able to receive new mail.
    3. Check for suspicious rules. Go to Settings > Mail > Rules and remove any rule you do not recognize, especially rules that delete, move, or forward messages.
    4. Check forwarding. Go to Settings > Mail > Forwarding and make sure your mail is not being forwarded to an unknown address.
    5. Check blocked senders and filters. Make sure your own address or the other test address is not blocked, and clear any Inbox filter so all messages are shown.
    6. Because you believe the account may have been hacked, change your password, review recent sign-in activity, remove any unknown devices or connected apps, and turn on two-step verification.
    7. Ask the sender to check whether they receive a bounce-back or delivery failure message. If they do, the error message will help identify whether the mailbox is full, blocked, or unavailable.
