Welcome to Microsoft QnA.
As far as I know, as of now there is no such way to get a list of which VM sku(s) is going to be deprecated via azure cli or rest API.
You can however find out the VM sku(s) that are going to be deprecated from this page (Retirements) where I have applied the filter of "retirements" and "vm".
