Type services.msc
Find Touch Keyboard and Handwriting Panel Service → right-click → Restart or set to Automatic.
Settings → Apps → Installed Apps → search "Touch Keyboard"
Click it → Advanced options → Reset

In Tablet mode, the On Screen Keyboard Icon on the task bar does not launch the osk.
Additionally putting the cursor in a text box doesn't automatically bring up the keyboard.
The settings are enabled for the osk to launch in any mode.
I am Running Surface Pro Windows 11 home.
I have installed all available updates.
My software launches it just fine and it works entering text into my text fields.
