Government “Home Use Program” Microsoft 365 subscriptions are tied to the government/organization tenant and account that issued them. When access to that government email and tenant is lost, the license and mailbox remain under that organization’s control and cannot be converted or detached into a personal Microsoft 365 subscription.
To continue using Microsoft 365 as a personal subscription:
- Purchase a new personal/home subscription
- Sign up for a Microsoft 365 Personal or Family subscription using a personal Microsoft account (for example, an Outlook.com or other personal email address).
- This new subscription will be completely separate from the old government-issued one.
- Move data while access still exists (if possible)
- If there is still any way to sign in to the government account (or to request temporary access from that organization’s IT), export or copy any important files, emails, and contacts to locations controlled by the personal account (for example, local .pst files in Outlook, or OneDrive linked to the personal Microsoft account).
- Once the organization removes the license or deletes the account, data in that tenant will follow the organization’s retention and deletion policies and cannot be recovered by Microsoft 365 consumer support.
- Use the new subscription going forward
- Install and activate Microsoft 365 apps using the personal Microsoft account.
- Sign in to OneDrive, Outlook, and other apps with the personal account only.
If the government tenant has already removed access and the account is disabled, only that organization’s administrators can restore or extend access; Microsoft consumer support cannot transfer that license into a personal subscription.
