There's no official Microsoft compatibility list of specific USB-C flash drive models for booting the Surface Pro 11
The Surface Pro 11 has two USB-C / USB4 ports. There is no USB-A port, so your drive must be native USB-C or use a USB-C hub/adapter.
For Surface Pro 11, the safest workflow is:
Use the official Microsoft Surface Recovery Image (downloaded per device serial number)
Write it using the Surface Recovery Drive creator tool
Use a 64GB+ USB-C drive (SanDisk Dual Drive Luxe or Samsung USB-C BAR recommended)
Keep a USB-C hub with keyboard/mouse handy during recovery
