Cannot send attached file in Outlook

Cannot sent attachments in Outlook to multiple users.

The files to be sent out are from a shared drive. It prompts an error of file too large but the file is only 18MB. Error prompt : "There was a problem sending this message because one or more attachments failed to upload...."
