I have HKD58.36 Skype credit, but am unable to make a call via Team to use it. I see my Skype contacts, but when I choose one and try to make a call, it does not work from either my mobile phone or my desktop.
Please kindly advise. Or you'll give meback my remaining money.

The number you were calling is toll-free number (+1877....). Have you tried to make a call to another phone number?
Have you set a country / region and language in your account info?

Billing address is updated; I have set my country and preferred language.
before, I could use my phone to make Skype calls via Teams but now I can't evenget the dial pad. I have got a message saying:
Link no Supported
You can't open this link on the mobile app. Please open it on the desktopor web app.
However, I can't even open from desktop.
Are you receiving any error message when trying to make calls from Skype Dial Pad?
Microsoft has recently disabled any Skype Caller ID, so all calls from Skype Dial Pad are anonymous. Anonymous calls might be blocked or declined on the receiver side.
I am always getting a message saying:
Before we connect you
Ensure your billing address is up to date in order to continue using Skype paid services without interruption.
I've checked my billing address and it's all updated. Even I close the message, the line never could get through.
