cannot add billing address so blocks Skype credit for calls

My Skype account shows €20.60 Skype Credit. The Skype Dial Pad loads correctly, but I cannot make calls because it says I must update my billing address. Whenever I try to add a billing address, Microsoft returns 'It's not you, it's us. Sorry, we're unable to process the request at this moment.' Please repair my Microsoft Account billing profile so I can use my existing Skype Credit.

    It is no longer possible to update billing address on Skype settings. This feature was recently disabled. Your billing address can now only be updated on your Microsoft account settings site.

    However, in order to update your billing address, you need first to set a country / region and language in your Microsoft account info.
