If location services are not turned on, unfortunately there's no way to help locate the device. You didn't turn it off you said, but did you turn it on though prior to this? By default it is not on.
Also, even if it is on, only you can locate it via your account. For privacy reason, support cannot locate it outside of your account.
Have you checked your account's activity log to see if you recognize any recent log in that are not yours? https://account.live.com > SEcurity
