Could you please confirm whether the emails that you deleted are still appearing under Recover deleted items?
In Outlook on the web, you can check this by:
- Opening your Deleted Items folder.
- Selecting Recover items deleted from this folder (or Recover deleted items).
- Checking whether the emails you previously deleted are still listed there. If there is, delete the emails in recoverable items and they will be permanently deleted.
This information will help determine whether the mailbox storage is being consumed by items that remain in the Recoverable Items folder, or if there may be another cause for the mailbox reaching its quota.
You can also check in Settings > Account > Storage and see which folder is taking up space.
