Regarding your issue, it seems the tenant appears to still be federated through GoDaddy, which means authentication and certain administrative functions are managed by GoDaddy's identity provider. Cancelling the subscription in December stopped the billing, but it does not automatically remove GoDaddy's control or grant full admin access. Microsoft cannot remove the federation or grant full access until the federation itself is changed.
Since GoDaddy controls the federation settings, this process needs to be initiated on their side first.
Here are the recommended steps:
- Contact GoDaddy Support and request defederation of the Microsoft 365 tenant.
- Once GoDaddy completes the process, full control of the tenant can be regained through the Microsoft 365 Admin Center.
- After defederation, authentication can be managed directly with Microsoft, or a separate identity provider can be configured if needed.
