We hold Visual Studio Professional subscriptions through our Partner Success Core Benefits, managed in Partner Center. When we assign a subscription to a user, they gain access to software downloads and product keys (Windows Server, SQL Server, etc.) via the subscriber portal.

For internal governance, we want to assign the subscription for IDE/DevOps access without giving that user download and product-key access. In the standard admin portal (manage.visualstudio.com) there's a per-subscriber "Download Settings" toggle, but that portal doesn't manage our MPN subscriptions, and Partner Center only appears to offer assign/remove/reassign.
